Work Hours: Full-Time, Exempt

Position Summary:

The Program Manager has overall responsibility for the implementation of all Adult and Older Adult (A/OA) Programs in the Behavioral Health (BH) Department. This position has oversight over all program activities, compliance with programmatic, administrative and fiscal requirements of contracts and grants. The Program Manager is also responsible for staff clinical and administrative supervision, monitoring staff and program performance and providing leadership as part of the management team in Behavioral Health. The A/OA Program Manager reports to the Director of Behavioral Health.

Duties and Responsibilities:


  • Ensure compliance with all contract requirements and be responsible for productivity of the department.
  • Coordinate provision of services with other program elements, related community mental health service agencies, private care providers and treatment facilities.
  • Assist in telephone triaging of client/family member/ other provider enquiries/concerns regarding mental health services and clinical care.
  • Participate in bimonthly BH managers meeting and support management team in decision-making and overall maintenance of departmental functions.  
  • Participate in county A/OA system of care and other county meetings.
  • Facilitate monthly meeting for A/OA department staff and interns. 
  • Conduct monthly chart audits with licensed providers and quarterly peer audits with all staff and interns.
  • Maintain and make recommendations for modifications to practice policies and procedures in areas related to clinical services.
  • Coordinate referrals to program and evaluate appropriateness based on admissions/medical necessity criteria.
  • Leads interviewing and hiring of staff and participates in interview and selection of interns.
  • Perform performance feedback to program staff on a regular basis.
  • Participate in and ensure continuing training/education for clinical staff. 

Clinical Supervision: 

  • Provide 1 hour of weekly clinical supervision to assigned mental health staff.  These weekly supervision sessions will provide for oversight, approval and coaching for all cases served by each non-licensed mental health staff member. 
  • Assist clinical staff with crisis intervention

Clinical Consultation:

  • Provide 1 hour of weekly clinical supervision to assigned mental health staff.  These weekly supervision sessions will provide for oversight, approval and coaching for all cases served by each non-licensed mental health staff member. 
  • Assist clinical staff with crisis intervention

Direct Mental Health Services:

  • Coordinate Medicare providers and conduct assessments as needed.

Additional Tasks:

  • Provide Supervisor of Day coverage for assigned days. 
  • Other duties and tasks as assigned. 


  • Ph.D./Psy.D., LCSW, or MFT with active license.
  • Two to three years of post-license clinical experience.
  • Two to three years of clinical supervisory experience.
  • Two to three years of program management experience.
  • Experience with Electronic Health Records preferred.
  • Ability to communicate well with people of various cultural, professional and experiential backgrounds. Bilingual in Asian language a plus.
  • Ability to lead, direct and manage clinical staff.
  • Ability to work in fast-paced environment and manage multiple projects and assignments simultaneously.
  • Knowledge of laws and ethical standards pertaining to clinical care.
  • Excellent written and verbal skills.
  • Proficient in MS Word, Excel and Outlook.
