The Program Manager is responsible for management and clinical oversight of a unique program for survivors of torture and new refugees within the Behavioral Health (BH) Department. This position oversees day to day program activities, compliance with programmatic, administrative and fiscal requirements of contracts and grants. The Program Manager is also responsible for staff clinical and administrative supervision, monitoring staff and program performance, and providing leadership as part of the management team of CST and in BH. The CST Program Manager reports to the Associate Director of CST.
Duties and Responsibilities
- Ensures compliance with all contract requirements and is responsible for monitoring and addressing productivity of the program.
- Coordinates provision of direct services, from referral, to case assignment through closing.
- Supports trauma informed, client centered, and culturally appropriate recovery based service delivery by multidisciplinary team, ensuring best practices for Refugees and Survivors of Torture.
- Responsible for timely and accurate data collection, summary and analysis of program effectiveness, and reporting following the Office of Refugee Resettlement (ORR) and Santa Clara County MHSA Prevention and Early Intervention standards.
- Works with the Associate Director of CST to develop, expand and implement an outreach plan to address stigma, nurture and build partnerships and increase access to our services
- Provides performance feedback to program staff on a regular basis
- Updates CST Protocol Manual and policies and procedures as necessary.
- Monitors resources and costs for all program-related activities, ensuring appropriate tracking of budget items.
- Conducts monthly chart audits with licensed providers and quarterly peer audits with all staff and interns.
- Participates in bimonthly BH managers meetings and agency managers meetings, collaborating and supporting smooth interdepartmental work.
- Works closely with and supports Associate Director of CST with tasks such as: identifying, coordinating and conducting trainings and presentations for staff, and in the community and representing CST & AACI at meetings and events.
- Provides weekly clinical supervision to staff and interns including oversight and approval of written documentation and electronic health records.
- Obtains 5150 certification. Assists staff with crisis intervention and Officer of the Day support.
- Participates in bimonthly licensed clinical consultation meeting.
- Provides consultation to psychiatrists and other clinicians as necessary.
- Provides consultation to the community and related agencies.
Direct Mental Health Services
- Obtains certification as a Medicare and MediCal provider. Conducts intake assessments and other clinical services as needed.
Other duties as assigned.
- Ph.D./Psy.D., LCSW, LMFT, or LPHA with an active license.
- Exceptional leadership skills, ability to take initiative and work independently to meet organizational goals.
- Demonstrated ability to work from a trauma informed, strengths-based perspective with cultural humility to serve diverse populations.
- Excellent written and verbal communication skills with people of various cultural, professional and experiential backgrounds. Bilingual in another language a plus.
- Ability to work in fast-paced environment and manage multiple projects and assignments simultaneously.
- Knowledge of laws and ethical standards pertaining to clinical care.
- Proficient in MS Word, Excel and Outlook.
- Experience with Electronic Health Records and MediCal billing preferred.
